For general killing, Scattergun as your primary typically beats out most other options. It's got the right mix of accuracy, speed, and power in regards to the other primaries. I prefer the FaN for more ambush-type attacks, and the force jump increases the Scout's mobility by a ton.
as far as Secondaries go, the pistol is probably the best default. You may want to switch this out to the other to take on a specific obstacle. If you're using the FaN or Soda Popper, it's strongly recommended as the spread on these weapons are much harsher than the others and you'll need something to finish an enemy off at range. I use the Pocket Pistol with my FaN loadout for the extra health and not having to worry about getting chipped to death by fall damage.
For melee, it's sorta whatever. General default choice would be the Holy Mackerel for the added benefit of Spy Checking. With the FaN I'll use the Atomizer for the increase distance, or as a recovery jump.
So there you have it, Scout for general purpose does well with just a Stock loadout. If you're looking for added mobility at the cost of general killing power, I suggest the FaN/PP/Atomizer loadout. Just be extra careful with Pyros.
