Secondly, no, nobody cares.
Very few people care about item levels and even then they probably won't pay much more for it.
I think you're confusing item levels with craft number.
Craft numbers below 100 are what people care about more.

The difference being though, that calling somebody a stupid ♥♥♥♥♥♥ is just a straight insult. You're right, it doesn't always work, obviously. In this case though I'm just trying to get across that I'm not trying to come off as rude.

Pretty much this but you forgot lvl 1.
If people don't want it dude they don't want it.
For example I have burned levels 42, 69, 100 and I'm sure 99 as I complete some hat collector chem sets I doing. Levels mean nothing to me and I would not pay more.
