In any case, I think it's going out of your way to report them on RuneScape, even if they are breaking the rules. Now, while I'm not saying you should let them get away with it, there's certainly a point where you have to stop; usually, people tend to 'liquidate' their items when they quit, to ensure they can't come back. Banning those people is generally a waste of time, but you can make the report if you want; chances are it won't do much, but perhaps you'll get them banned before they trade. Chances are the RuneScape Moderator will lean the same way, but you can always wait for their reply before taking concrete action.
