How can i make voice volume louder?

I use TB x12 headsets. When I scroll the wheel it only works for game volume, which means this increases both game and chat volume.

I know you can go into the menu to increase voice volume and game volume separately but heres the problem. I increased voice volume max. Its still too soft. So i bring game volume all the way down. Still too quiet. I bring game volume up and it brings voice volume up too, but the game volume then becomes too loud.

I've looked on forums and found this one thread where the person suggested voice_overdrive or voice_scale. However, are these console commands or configs you need to enter in your file? Whats the difference between the two?

They are console commands, which by extension also means they're config commands (there isn't really much of a difference, in nearly all if not all cases you can put console commands into configs). I've never changed them around myself, but I imagine they'd work as they look like they do, increase the number up some (default values are 2 and 1 respectively) and that should make voices louder.

Alright. Now what is the difference between voice_overload and voice_scale? I've tried looking up EVERYWHERE and i cannot find difference. On TF2 wiki i looked at a huge list of all console commands but when i found both of these commands there is no description.

At least from my guesswork, voice_scale is a percentage (defaulting to 100%) while voice_overdrive is just a regular number that you multiply however many times. I'd try voice_overdrive first, since increasing voice_scale above 1 might give some errors.
