The full directory should be something like this:
steamapps/common/team fortress 2/tf/custom/DoodleHUD/<insert those files here>.

For future reference and others: Do not put root sub folders into /custom. I made a folder called "Twitch Fortress" and put all my mods in there. Works great!

So mods in general should go in the "custom" folder?
Do I put the downloads, materials, models, particles, and sounds (I have a lot of mods) folders all into this "custom" folder?
Or is there anything else I need to do?
you put them in a subfolder of "custom"
or you can you use multiple subfolders to organize mods
