SteamGuard?
This makes sure that the user account on a specific computer is legit. Steam sends a code to the registered email and you have to type it in immediately into steam to validate yourself. No need to remember the code, its a one time thing for each new computer/user combination.
After 15 days of it being enabled Steam will allow you to trade. There are other things to consider but if you just purchased something then you're probably good to go... after 15 days.

To check, go to the top-right corner, where it says Steam. Click it.
Then go down to Settings (second from the bottom)
A menu will appear.
Go to Account (if your not there already)
In Security Status, it should say if you have it or not.
If not, click the button below "Manage Steam Account Security"
Click it, and follow the instructions.
Congrats, you now have SteamGuard!
