As such, the supply of Strange Pans is extremely low, and everybody wants one. This pretty much just jacks the price up to a godly amount.
As for its price dropping, I wouldn't bet on it too soon. Unless Valve decides to make the Bacon Grease much easier to obtain or people decide to stop the Frying Pan craze, its price will not be dropping much anytime soon.
Strange Frying Pan, a Reskin of all those weapons put together except the Wrench and Knife? 1.5 Buds
TF2 Community: Explain how this makes even the most remote of sense in the slightest. The Strange Frying Pan should be about 5.33 at max. It's a Strange Weapon, not an Unusual Hat. Let's be realistic here. And don't claim it's because the Frying pan is a "great and wonderful, amazing weapon," because it's a bloody reskin of the stock weapons. It doesn't have anything different.
And yes: It's rare, because it was just released, and it's in high demand, but low stock due to the salvage crates. What to do about this? Stop putting it so much in demand. The Frying Pan is a reskin of the stocks. If you want a replacement for it, it will cost 3/4 less for Stranges of the stocks weapons for each class as I calculated earlier. Sure, they aren't rare and valuable, but what makes more sense? Spending buds for a reskin strange, or paying considerably less for unique weapons for each character.
Than again, knowing the TF2 community, I'm assuming 3/4 of the people would likely pay 20 buds for a hat that is a garbage can lid because it was "Just Unboxed."

The problem is that those other items you listed are quite common. Most of the stock stranges aren't used often too. The only reason why the Fire Axe is at that price is because it's new. It would eventually drop down in price after awhile.
It's a strange weapon and not an unusual, but it comes from a salvaged crate. All weapons from the salvaged are quite expensive. It also doesn't help that the salavaged crate was just recently released. While I don't really like the Pan or meleeing anyone in general, most people do like the Frying Pan because they consider it hilarious.
It's in demand because a lot of people enjoy it and think it's funny. Even if you believe it isn't, most people do, which creates a demand for a strange Pan. The only way for it to drop in price would be if people realized that meleeing people isn't that funny, but it would still be worth a lot because it's in a salvaged crate.
As has been pointed out be a few others already, this is simply a matter of supply and demand. There is no guy sitting there and making up the prices (even though the admins of backpack/spreadsheet could do that, but it wouldn't work for a long time hopefully).
So how do you decide who gets the pan?;)
Just give to the guy willing to pay the most...he really really really wants it more than you do, and thats fair.
