Adding less than 5 Euros to Steam Wallet to pay for one purchase?

I'm pretty sure that's possible, but does anyone know exactly how to do that?
I have 0.60 Cents in my Steam Wallet, and more than 3 Euros in PayPal and I want to buy a key, be it from the community market or the mann co store.

As much as I don't like it, the minmum you can fund your wallet is £4/5 Euros.

no.. just buy a game in the price what is your wallet + as much as you want to add... for example i do have 1 euro and want to add 3 euro so i buy game for 4 euro... so you go buy it and it will tell you that you dont have enough money.. so it will make you add just te amount of money you need... 3euros after you add the money you dont submin the purchase of game and you have miney and no game
or if you want buy game just submin..

I always found it stupid that I can buy games using my debit card on it's own and not add to my steam wallet, but I can't buy things from the mann co store that way, it's kind of lame to have to put 5 USD in just for 1 mann up ticket ya know?

You can only add 5 as a minimum unless you intend to buy a game, in which case you can buy it with the exact amount, but 5 euros isn't that much and you can buy 2 - 3 keys and still have some leftover for something else.
