Scout is on par with Sniper for casual imo. Is insanely strong in the right hands, but not a class you want to always be stacking.
Heavy is scary is sh!t and usually an automatic win if you stack them, should also be B tier imo.
S: Soldier; 0 skill needed to shot floor, built-in self-heal and life steal, counters sentries in 2 hits with direct hit, all his banners are strong, high hp, high mobility, high damage, the most likely person on a server to be actively healed by a medic
Engi (on defense): The vast majority of teams can't beat an engi without uber. They can't beat 2 or more with.
Pyro (Phlog and scorch shot + a medic): Will solo the entire enemy team repeatedly.
A:
Medic. If you're team has a medic and the other does not, you will probably win. But otherwise any given corner can have a sniper pointing at it, any given soldier can crit you, 3 scouts at once can just rush you down, etc. Medic isn't nearly as well protected in casual.
Heavy (with a medic pocketing him): Will walk over most teams until a random crit kills him.
Demoman: Only below soldier because you actually have to be able to aim.
Sniper (actually good at the game): 1 shots every class without overheal from the safety of his own team.
Engi (on offense): Teleporters, healing, etc. Not as important as
Pyro (Phlog and scorch shot no medic but has a brain): Walks through everyone near him whenever he sees an opportunity
B:
Scout: Very frail and casuals aren't tiny baby teams with only 6 people per side so its much less realistic to dodge everything. But also kills every class almost instantly. But so does Soldier in an AoE at longer range.
Heavy (glued to the cart): Fixes most of his issues.
Sniper (mid): Misses a lot but is spamming M1 at 0 risk and will kill someone important at some point.
Spy (good at the game): Uses unskillKunai to run rampant in enemy backlines and dead ringer to run away, but doesn't actually contribute much despite this.
Normal pyro: Most of the playerbase are legitimately too stupid to walk away from W+M1.
C:
Heavy (solo, with tomislav and food): Just too easy to chase down and kill. Scout does the whole "Hit them in the rear" thing better.
Pybro (defending engies): Generally not actually needed, but not bad either.
D:
Any other heavy: Eats 5 million damage, can be heard rev'ing, does no damage at range, burns his hp to move fast, stands still to heal, can't take shotgun and food at once.
Sniper (bad at the game): Spends 20 minutes failing to kill anyone and being killed because he moves too far forward.
F:
Spy (bad at game): Feeds the enemies kills and contributes nothing.
