Who is "Madcap"?
so I've heard of this alleged 10th class, apparently he was removed in 2008, but why is info on him so scarce?

info on him is censored by Valve and most of the world governments to prevent top secret information about him getting out. These said governments have also successfully deleted the memories from some people who played madcap, but they missed a few people. We are awakening.

Madcap is a cosmetic uploaded to the workshop that was deemed "not compatible". Madcap was never in the game in any capacity.

There was a short-lived meme about the Simpsons having a lost character called Graggle. People would comment ironically on how they definitely remember him being featured in many classic episodes, then acting surprised/shocked/insulted when he was ostensibly edited out of topical simpsons content.
As memes do, the format of the "censored character" was adapted to other communities. The Madcap is the TF2 counterpart.

All of this is founded on the social phenomenom of the mandela effect.
