Respawn timers should be capped to 20 seconds not 27-30
Is it really fair and balanced to hold final point to the last few seconds, but half the team dies and now forced on a 27 second respawn timer as the enemy team gets a free final cap, all because respawn wave can go to nearly 30 bs seconds.

Defense teams should be capped to 20 seconds
Offense teams should be capped to 10 seconds
Neutral(Koth, CTF, 3/5 Point) should be capped to 15 seconds

Tell that to Embargo, where according to the patchnotes, REDs respawn timer was 34 seconds.

So the spawn time should have an arbitrary cap instead of being based on actual important factors about the map that will affect balance? Please never even try to balance a game.,

It's not that arbitrary. It's just oversimplified. Most maps take more into account than who's attacking or ahead and who's defending or behind, but they generally follow OP's guideline already.
I think OP's point is that map makers shouldn't make overly long respawn timers.

Attack and defend is not meant to be balanced. It's based on the old "stopwatch" mode where each team takes a turn at attacking and the winner is the quickest (or the team that capped most points). That's why there are 2 games before the map vote and matchmaker
shuffle.

It's slightly weighted toward BLU winning.

The average respawn timer is 10 seconds, its affected by various outcomes. Gamemode, Winning/Losing, and Waves all play a role into how long you have to wait.

Waiting in Blu spawn on the first point 1 minute in? 7 seconds since your on Payload, outcome is still neutral, and the current spawn wave is aligned with a couple of mercs that also just respawn.

The issue I have is that at times respawn points are needlessly long, offense has quicker respawn timers to compensate for the fact that Defense gets to setup at different points. But Defense should also have a reasonable respawn timer.
What map were you on that had such a massive respawn timer, by the way? I assumed it's Embargo, but could have been something else.

It was, but any map that goes over 20 seconds for any team is honestly very unreasonable.

The respawn timer grows longer if you didn't do so well or got horribly killed.
Its the game's way of letting you know you did bad and should feel bad. Also your team probably doesn't miss you. (Skill issue).
