How do I get unusual effects on my weapons?

When I say 'unusual effects', I don't mean killstreak weapons. I mean the same particle effects found on unusual hats. Google has failed me, and so I've resorted to the discussions.

Only Valve employees have weapons with unusual effects to show their superiority, or the most famous example: http://www.tf2items.com/item/162307172 Yes, Robin Walker and his Crocket Faucet. He also has 3 Eyelanders and a Chargin' Targe with particle effects. A way to get 'unusual' weapons by either contributing to the community (I don't know what) in order to obtain a Community quality or upload something to the workshop to get a Self-Made weapon, both have the Community Sparkle effect. These are the only 'unusuals' I can think of, there are no other effects that can be legitimately obtained.

EDIT: oh wait, Spy-cicle. It has this haze around it, making it virtually an 'unusual', eh?

Or, you can craft 3 ref, a haunted scrap metal and a skullcutter and get an unusual HHH.

idk about unusual effects but self made and community items do have effects.

Actually, I saw someone with a Black Hole effect ham shank on an mvm server. I have no idea on how he got it, people said it has a possibility that he won it in a raffle. I don't think that's the bottom of it, i hope someone will find out how.
