The stronger the pc you have the better the average performance gain. It also lets valve handle more things in-game like upping the entity limit considerably.
Generally even on a low end PC you will feel a gain but it will probably be single digit % gains at best. The best thing this does is make development of more complex maps and assets easier and also will make the game more stable in the long run so that maybe you won't get as many harsh lag spikes that are hard to account for.
The best thing this does based on testing users have done is that the lowest 1% of frames is considerably higher and the experience overall is distinctly smoother and more in line with other source engine titles.

Not really,it's the middle point that came from testing on diffrent cpu's so the improvement can be from 15 to 22% (if i remeber the stats correctly) depending on your computer,but i belive that 15% is bare minium you'll get

More cosmetics also means even more rendering, which also means slower performance.
If VALVe wants to add more hat slots, they need to alter the rendering of hats in a way that will not impact the performance as much as it is now.

No matter if it's x64 or x32 bit program.

More things to render = Less FPS. And after a while both server and your PC gets tired of rendering those hats.
3 hats with paints + unusual effects already too much for TF2 to handle, they need to somehow improve the rendering for hats if they want to add a 4th slot.
