They aren't, you're using them wrong.
The first shot is always perfectly accurate, quick subsequent shots are affected by bullet spread. Wait a second or so and that first shot accuracy resets.

This attribute carries over to the Pistol and Submachine Gun, according to the wiki.

you must be using the ambassador since i don't have that problem and most revolvers fire too slow to actually be inaccurate

No, they all are, not only ambassador. They have like a 5 centimeter spread, It's actually easier to hit someone 40 km away than someone 2 meters from you

Bullet hitboxes are smaller than projectile hitboxes, and Spy is one of two classes with bullet weapons only firing one bullet. Do you have the same trouble with Sniper? If so, then it's just your aiming skills.

Not really with sniper no, what's more, I find it incredibly easy to no scope

I've noticed that sometimes the bullets don't hit the crosshair myself, sometimes shooting around in a strange inaccurate spread. Might just be my perception, but I've seen it most prominent with the stock.

When you let the weapon reload, both the revolver and the sniper rifle have perfect accuracy. Since you have to reload with the rifle, you believe you have better aim with it. Let the revolver reload after every shot instead of spraying with it and you'll see it's perfectly accurate.
The reason it does have that crazy spread after the first shot is obviously because the Spy should'nt have a very effective way to fight after missing the backstab. If you get found you're suppose to die. The revolver is good enough to survive with but not to straight up gunfight with.

Fun Fact: Ambassador is actually the most accurate weapon in the entire game.

As others have said, first shot is always spot on accurate.

Your accuracy might just be off a bit.

I believe the exact interval you should wait is 1.25 seconds between each shot, otherwise it's up to the hand of God to decide whether the shot hits or not. One tip I can offer is to turn on automatic reloads and wait till the reload animation finishes between each shot.

This is also good but it decreases potential DPS. Best to be used with the ambassador or when you REALLY need that last shot on someone

No random crits and slower fire rate. I don't think it's worth it personally but whatever works for you
