Half of it's just being able to kill well and make the margin for "you'll kill before you die" bigger, and the other half is all just never engaging when you shouldn't and disengaging when you need to.
There's two skills you can use to absolutely stomp pub-level players: gamesense and DM.
DM stands for DeathMatch, and it's pretty simple to learn. It basically means your ability to fight people one-on-one, or to win engagements with even conditions. It saves your ass when you round that corner and run headfirst into a Soldier as a Sniper, because you'll know how to quickscope him, surf off his rocket and SMG him down while airstrafing around him. You can improve your DM by playing Soap.DM mod servers, just playing TF2 for a while, or playing in MGE mod servers. From what I saw of you playing yesterday, you'll get your backside handed to you in MGE and Soap.DM (No offense, but most of people who frequent those servers are usually at least Steel level, and go all the way up to Prem and Invite; in other words, they range from people who get beat my me 20:12 frags, to people who beat me 3:20 frags), so stick to playing power classes that's not Heavy in pubs.
A neat little something - Scout and Soldier are great supplements to each other, both in-game and skill training wise. Scouts and Sollies both make great roamers, which means that a Scout and Soldier paired together make a high-mobility pair capable of controlling both enclosed and open areas. When you play Soldier, your ability to predict gets better, which improves your Scout play, and when you play Scout, your aim improves, which betters your Soldier play.
Gamesense, on the other hand, is much harder to acquire. Not everyone is guaranteed to get it; hell, not everyone even agrees on what it is. For me, Gamesense is simply "The ability to know what the hell is going on". A person with good gamesense will know what phase of the game you are in, what position your enemies are likely to be, where your teammates are, and most importantly, where you should be. Gamesense will help you in the sense that you'll know that if you stand on Gullywash 2nd point top and look down, that Soldier that was recently hit for 109 by your Demoman will be limping through big door to try to get to lower lobby's medium medkit. It also will alleviate your reliance on DM, because you'll be in the optimal position to engage your enemies in a way that they can't end the engagement while you can control the fight at your leisure.
Optimally, you'll possess both DM and gamesense if you want to be a "pubstomper". However, I'll tell you this upfront: it's very hard to maintain good gamesense in a pub. There's 24 players, opposed to 12 or 18, that you need to keep track of; there is no organization in the teams; there is no comms. That's not to say that it's worthless in a pub, it's just not as useful as being able to kill everything and anything that glances at you. Therefore, I'll recommend that you up your DM game, and let gamesense come to you over time.
