Report a translation problem
Right click on tf2, click on properties, go to the "Local Files" tab, and click "Verify Integrity Of Game Cache...". If that does not work take a screen shot so we can see what the hud looks like and try to help.

don't worry about the fov, I made it that way
Go tinker with the resolutions, not sure which one would fit your screen.
When you start TF2 go to adv. options (bottom of the main menu), scroll down to hud (3rd section), and dissable minimal hud (should be the first one) and click OK once done. I turned it on and tested it out and it game me the same result as in your screenshot.
It looks fine to me. I think you may have enabled "minimal hud" which makes it.. well.. "minimal" . I use that HUD all the time.
