Why is Flying Guillotine dependent on such a dumb weapon?

As an avid Flying Guillotine user, nothing makes me more happier than cutting open one's skull with a bloody cleaver. However, I really don't use Sandman, because 1: I always feel as if I'm going to cheat this victim because Stun is kinda broken. Well, it's a bit too gimmicky is what I would say.

Sandman's Stun mechanic is based on range. CQC, like Meatshot range deals only 15 damage and No stun. Longer ranges is total immobilization. And by longer ranges, I mean tossing a hail mary from the Hightower Cart Lift to to the cliffs. Stun is a bit of a broken mechanic, but it's really not worth it in the long run. Scout may be fast, but the opponent's stun will probably wear off before the Scout gets to him or kills him.

And that's kinda why Flying Guillotine was made. To make stun an even bigger adversary. Flying Guillotine crits enemies who are stunned, which equates to 150 damage + Bleed time of 10 seconds. That's basically 205 health, assuming the enemy doesn't find a Medkit or doesn't instantly die. That combination annihilates Heavies and other bulky classes.

However, Flying Guillotine is entirely dependent on Sandman for On-demand Crits. Nobody is going to Kritzkrieg a Scout so he can get Crits with his Flying Guillotine. Flying Guillotine really isn't that good without Sandman. It's pretty great for basically halving Scouts in 1v1s, but It's still someone subpar and falls short of something such as Pistol.

How would one change the Flying Guillotine so it has a different crit criteria? I was thinking "Bleeding" (Because you regenerate the Cleaver before the Bleed wears off) but I'm not sure. I was also thinking Headshots (Because it's a Guillotine, but then comes the problems where Flying Guillotine is the new Huntsman). Iunno.

Tell me how you would change Flying Guillotine so it's Crit criteria is independent from Sandman or other weapons.

Sandman is just stupid. It's both broken but not useful like, 90% of the time. I don't really like it.
