Cheats exist in all online gaming, but I don't find TF2 to be especially bad. Sniping isn't hard if you know how to play. If countering Snipers is an issue - go Vaccinator medic, as that will make his headshots relatively worthless. Dropping a Battalion's Backup aura as a Soldier will achieve much the same thing.
As for Spies, simple situational awareness will generally neuter them. Or just go Pyro and spy-check to make the F2P spies worthless.
If you just really want to not have spies or snipers, you shouldn't be playing TF2 should just look up "no spy or sniper server tf2" in your browser.
Cheating is the downfall of every online game in existance. If you think most snipers use aimbot, you must not be able to tell between being good and them having cheats.
Makes me think of dolphins with rifles.
