How do you get the pirate hat?
I have seen this cosmetic all the time when i play Team Fortress 2, and have no idea how to get it.

Get it by buying a map stamp from the mann co. store. They are all the same price of $1 so it doesnt matter which one you choose from. It's also a good way to support the makers of the map!

Actually searching for an answer is a lost art, it seems.

Took me more time to type this out than to find every instance of pirate-related objects in TF2.
