Guys, I have seen many videos on youtube where players use random loadout from this site {LINK REMOVED}http://randomloadouts.appspot.com/ , but I dont know how to get it , someone can help me ??

i know how to change random loadout but i don't know how to get it in the game ,should i open tf2 and this site on the same time or what ?

It doesn't give you the items in the game, it only shows you a loadout. You would need to own the items However, if you are looking for a way to play with randomized sets, try looking for a Randomizer server, where you could potentially use a variety of different weapons. Here are a example of one:
