Personally I'd say Sniper as he can easily get important picks and stay out of action at the same time.

Sniper does it from a long distance before the enemy can reach him, his allies, and preferrably before they can reach/complete their objective. And Spy does it up-close and personal by getting by them through stealth, as well as being able to sap an Engineer's buildings, which can not only destroy them but disables them while in the process of doing so.
Honestly neither is really better than the other, they just call for different tactics and to be in different situations. Want to be good with either? You're going to have to play them often to experience them and improve over time, the same thing you must do with every class in the game, but they're much harder to master than most classes.
The Sniper requires precise aiming to be helpful to his team, and at the same time you're going to have to be as careful and aware of your surroundings as possible, so as to avoid getting caught off-guard and quickly killed, especially be enemy Spies.
Spies on the other hand require careful stealth and strategy. Often, you're going to need to know right when to stab an enemy, such as when they're preoccupied with something else but otherwise pushing against your team effectively (like a Medic pocketing a Soldier or Heavy that are about to rush your team, for example. Be careul, they could turn their backs at any second, a good time to stab them would be as they begin firing against the rest of your team). Plus you might not always be able to destroy an Engineer's buildings on your own, especially if it's a large nest. If you can, get some help from another player as another class to attack their buildings while you keep them disabled. You're also going to need to be able to use your Revolver effectively, as a backup for failed stabs or to defend yourself from foes who have happened to have caught you in the open.
TL:DR. Snipers get quick kills from a safe distance and you need to be able to aim to do so. Spies get quick kills by sneaking behind the enemy team and require good stealth and strategy to do so.

Don't come telling me snipers have an offense-based loadout, I KNOW IT. But their offense items are not really good. And Spy has absolutely no defense-based items, because his gameplay is completely stuck to sneaking behind enemies and destroying their heavy defensive measures.
The sad thing is that people ask which class is better, and many think they're the best classes. Come on, they're the 2 class with the most cliche features from typical FPSs: The Sniper, is a sniper... The Spy has an occasional insta-kill knife. I like to use both classes, but COME ON.
