Reserve it for disguised spies and players who are *just* out of reach so you can still do decent damage to them.
Keep on the move when using while getting shot at. Just don't step in your own line of fire.

Other then Ubers, use it if you're under heavy fire from a Demo. If you're quick enough, you can get the Wrangler's shield up before the stickies insta the Sentry. Using the Sentry, you can also shoot out stickies on the ground, or push them away with a rocket.
It's useful when people are picking at your sentry. Eg. Direct Hit spamming, Uber pushes, etc. Also, if something is out of reach, just wrangle it and aim for them.
Never EVER stop moving, even when you are wrangling. You gotta strafe around like as if you're constantly under a sniper's scope. Other than aiming with the wrangler and strafing with your life, you have to be aware of what's coming at you. If you see a soldier coming at you, predict where he's gonna shoot and avoid it. If you see pills coming your way, jump well away from them. If you see stickies, wrangle your sentry quickly and run a distance from them.
Sometimes, small damage is enough. If you keep picking at the person, they will have to retreat. Eg. Snipers will be picking at your sentry. Even small damage will cause them to flinch and be unable to snipe as effectively. Also, one thing about the wrangler is that it doubles your sentry firing rate. So even if there's damage falloff, the double firing speed makes up for it.
Remember, engie is not a naturally offensive class. He specialises in area denial. As long as you provide an effective safe area for your team to retreat to, you're doing it right.

Remember, use it in Moderation. Use it too much, and it'll be your downfall, use it too little, and you'll never benefit from it.
