How to easily headshot other people as a sniper ?
Any suggestions ?

Instead of chasing enemies with your crosshair, line up your shots. And be sure to move around while scoped so it's harder to get headshot by enemy snipers. If all else fails, just grab a Machina and get married to bodyshots.

Practice.

There is no trick to playing Sniper. You just have to "do" it. There are some walk servers that you can practice on, but the best practice is in a live match.

Sensitivity of rougly 3.5~ can be adjusted (You'll basically want a sens where you can consistently pull off headshots, you do not want to undershoot / over shoot targets)
800 DPI with optical mouse

These commands will help

Also try choosing a good crosshair, the "X" crosshair, and sideways cross are two good choices. (You'll want to enable crosshair shown while zoomed)
Choose any colour that is visible through the laser dot.
After you've done this you can practice on DM or MGE. You can move to Lobbies / comp tf2 later to improve further.
Some general tips for aiming,
Try to put your mouse at the very far end of your mouse pad so that you have to make little movements to adjust your aim.
Do not twitch. Twitching while aiming forms very bad and hard to break habits.
Also, aim for the easiest shot. If there was an enemy right beside who you just killed, kill them, not the scout bhopping behind a soldier and demo from the other side of the map.
Predict where they are going by lining up shots. If a scout has jumped twice, he can't move. Aim where his head will fall while he is falling downwards. Trying to use soley mouse aim here will cause twitching or just a plain miss.

After putting all of these into practice (from my experience) I can easily get headshots off on half a team. You'll almost feel like you're hacking at points. (Especially on pubs)

Something I've always wondered since I'm not the best of snipers: is it really best to line up your aim instead of following them with your crosshair? I feel like I should be chasing the enemy more with my crosshair instead of anticipating their movement and move my crosshair to a predicted point.

Unless you're sniping out in the open(which I severly advise against) you can only follow them so far with the crosshair. Eventually they will outrun the limited visibility you have if you don't snipe them first, so lining up your shot to where they're going to be if probably most effective.
