Razorback is for snipers that wanna be tryhards and hang with their team and make anything but countersniping impossible.
Cozy camper just doesn't offer a major enough niche to justify it. It tries to stop chip damage but just doesn't do a good enough job of it. Making it go into overheal though would fill the same niche, and that sorta defeats the purpose of a niche.
If you don't have the rest of your team near you, that works. The way to play with razorback though is to not be in that sort of scenario where they'll use their revolver against you.
Also, spies seem to become confused when they meet a razorback. I once spent a whole minute watching a spy try to line up his ambassador to my head (I was on a third person server) After a minute I turned around and chopped him up.
