Don't listen to butthurt potatoes.
He's pretty much overpowered at higher levels of play. Though, not incredibly.
He takes skill to play for sure. He's not exactly "hard" to play though. He's hard to master like most classes.
Only a delusional and/or ignorant person would ever say Scout is a "bad' class. Even if I do hate the class.
E.g Gold rush, Dustbowl
I was playing on a payload map when an enemy scout (defending) ripped pieces out of what was a reasonably competent attacking team. Even where he didn't kill he inflicted so much damage that my heavy needed to constantly retreat to heal. He was so fast that it took an awful lot of effort to kill him tying up three attackers at a time.
The huge popularity of the game long after its release speaks of a very good game balance which the occasional (legitimate) super weapon damages but doesn't destroy.
In my view, hackers and the odd super weapon apart, in TF2: -
1) The best teams invariably win. Best is a combination of individual skill, loadout, tactical experience, and actual team work.
2) If there were bets on games the team with the most Soldiers and Demomen in would generally win. Partly because Demomen and Soldiers are difficult to play well so they tend to be played by more experienced players (arguable re soldiers), partly because their area attacks with high damage delivered from a distance are so lethal (in the twentieth century artillery killed more people in wars than any other weapon).
3) There is no super class but Demomen, Soldiers, and to a lesser extent heavies and pyros tend to be more self sufficient than most. A team disproportionately composed of spies, scouts, and snipers will very rarely win a payload round whilst it is conceivable that an all soldier or all demoman team could win.

Scout is kind of unfair in that he can cover his counter with good movement, but I guess if VALVe made him that way, it was meant to be that way. I put my faith in lord GabeN.
