A crutch is something that strongly benefits bad/newer players but hinders well experienced ones. I admit, the lack of the final fourth rocket within the Black Box's clip can be problematic in some situations, more than some might think.
But honestly isn't THAT much of a loss. For the player who spends a lot of time rocket jumping, the black box can be quite useful for keeping you alive. This is very useful even to expert rocket jumpers, as it might be able to keep them in combat for longer without having to worry to leave the situation to get some health packs or find another source of health.
That said, a lot of soldiers who otherwise aren't that great may be able to survive for longer than normal just because of the health gain from hits. So yeah, I guess it can sort of be considered a "noob weapon" but there's nothing wrong with using it as an experienced player.
You know in a way it's probably more difficult to use. A lot of soldier mains consider the stock launcher to be the best launcher, and I've seen a lot of them outdo black box soldiers with that extra clip. So maybe it's fair to say that it's more difficult to git gud with the black box against experienced soldiers because of how much more accurate you need to be missing that one clip?
Just playing devils advocate for what will probably be a 100 post long thread.
Making the best out of the Black Box involves being very good at not only aiming and leading shots, but being able to juggle people with those shots to keep the advantage with less ammunition. That being said, the skill required to be GREAT with a Black Box just convinces me that it is not OP, nor is it for "noobs." You do have to be pretty predictable to get utterly destroyed by a black box soldier who does NOT know what they are doing.

outside of MvM would not recommend
plus it works when enemies cluster and since most idiots disperse and go solo/lone wolf
whats even worse is that some even bigger sckrubs equip the conchelor
