None to be honest. It's not that hard to shoot a sniper in the face regardless of what hat he has on.

I play sniper a loooot, and I've never found it harder to snipe someone depending on their hat. It doesn't affect hitboxes, and hitboxes are weird anyway, so you just have to aim for the face. Really flashy unusuals or Professional Killstreaks can make it easier to first spot targets, though.

If you aim in between someone's eyes, no hat will save them.

The seal mask will make them think your a seal. Not a hat, but still gets the job done.

There's the reason I intend to stay away from Unusuals and Prof. Killstreaks.
I'll stick to Spec. Killstreak and regular hats.

This and the Monoculus head are the reasons I adamantly refuse to play Sniper during the Halloween event.

No idea for hats that make it harder, but for hats that make it EASIER, you could always equip an Unusual (For particles) Das Hazmattenhatten, as (As far as I know) the size of the hat is pretty much the size of your head's hitbox. One day, I shall get one of those and name it "The Ultimate Sniper Magnet".
