Random particle effects showing up

I've noticed that after one of the recent updates, that a lot of random particle effects and the like that randomly just pop up in the maps. Some examples being:

1. Sometimes I see hats falling from the ceiling/walls/out of thin air. I'm not really sure if this is a old thing or if it was happening before. The hats are from players that seem to die during the match.

2. Somtimes I see random particle effects for things like jumping into water, medi beams, and even a random explosion effect (was only once) just randomly show up in the map in random corners/out in the open.

3. I have noticed somtimes that peoples dead bodies either when they die from a hitscan weapon/get spy-cicle stabbed sometimes show up in distinct spots in the maps. One example being that in turbine CTF, sometimes you will see the frozen corspe of someone who got spy-cicled show up floating above the middle turbine in the center of the map.

Are any of these random things new, or have they always been in the game?
