If you're not going for that though, it's more of a decision between the stock SMG and jarate. A lot of people will stick strongly to jarate, but in all honesty if you can aim the difference is mostly just a personal choice (and if you can't aim jarate is better, but you probably shouldn't be a sniper if you can't aim).
Carbine is like the Winger imo.
It's not used to charge in and do damage, it's meant to finish off opponents.
If you land those shots and finish off someone with the carbine well, you can score mini-crits for 8 seconds. Maybe charge in with the bushwacka and OHKO most classes?
Jarate is always trusty, hit someone or a group of people with jarate, and free mini-crits.
I dunno, your choice.
