Stock for good spies.
Cloak 'n' fagger for terribad-gibus-trash-spies-that-should've-been-aborted-'cuz-uselessness spies.
Stock is good for the spys who are on the front field and would rather not fake thier deaths(ie collect ammo to stay cloaked)
Clock and Dagger is for those spys who enjoy stalking thier victems for a long time, you also have to be very patient to use it with its faster draining rate and no ammo pickup to regain power
-fake death and trick some people into thinking you're dead
-not affected by spam
-practically God mode against anyone but a pyro (or jarate/mad milk)
-extinguishes pyro flames
Cons:
-cloak time is very low (but does pretty well with letranger)
-cannot cloak on demand
-extremely loud decloak noise
Stock pros:
-easily sneak up on anyone
-very long amount of cloak time and its easily refilled by ammo packs
-almost silent decloak
Cons:
-cannot extinguish flames
-hurt easily by spam
cnd:
-almost silent decloak
-infinite cloak time if you stand still (a lot less if walking)
-stalk anyone on the enemy team and give info about their position
con:
-less cloak time when walking
-cannot refill cloak with ammo
My personal favourite is stock. You don't really need to stay cloaked for too long anyway, I like being in action. Barely use the cnd but I can see how it can be useful. DR is pretty good for a defensive or offensive spy, offensive is a bit more aggressive on DR than stock since you can be right in thier face without the worry of dying.
However, I've grown to use the invisi watch as well.
