Scout is my least played class in all my years of TF2.
Yup, big shocker, right? The strongest and fastest class and I hardly use him, why?

One glaring issue for me—his weapons. Everyone else, somehow, manages to kill with them, but not me.

The stars and planets need to align under a full moon, with trolls, pixies, and gnomes dancing around me for me to get any kills with his tools.

He's either too fast for me to control, or his weapons don't deal as much damage as I feel they should. I mostly score like 20-40 damage each shot.

Many classes can survive that and have, as they have shown to be quite evident to me.

Maybe I just don't understand his class like everyone else does.

Try firing scattergun closer to your opponent. Treat it almost like a melee weapon which can also deal chip damage from far away.

I wouldn't say he is the strongest. In 1v1 sure but not in an actual match. That title would go to demoman imo.
Seems like you need to adapt to faster classes, try playing scout with the back scatter or soldier / demo with jumper weapons

I do, that's why I'm confused as to why I'm not satisfied with the damage output. And, I have noticed that getting too close to most classes, as a Scout is not a good idea. All you have to do is blow on him and Boston Boy falls over.

I am great at Demoman, Engineer, Spy, Sniper, Heavy, and Medic. Scout, Soldier, and Pyro I often struggle with.

I am fantastic as Scout in TF2 Classic because he's got a good weapon—his nailgun. ♥♥♥♥♥♥♥, that's a good weapon. I don't have to be within butt-whiffing range like the Spy to die in like two hits, and I can play to Scout's greatest strength—his speed and double jumping.

And don't get me started on Rocket Jumping—I find it way easier and a lot less frustrating to grenade hop as Demoman, Hell, even the wrangler missile jumping as Engineer is easier than Rocket Jumping and that's technically not how you play his class.

There are A LOT if fun places you can place your sentry when you use the Wrangler + Ranger combo that make everyone's blood boil.

I'd suggest you to practice rocket hauling, so that you can play with a shotgun and do this while also improving shotgun aiming (I am way less experiences than you but I started playing scout better after going full shotgun+pistols+eureka effect engineer, I think it can work out for training)

If you did that, your damage output would be 60-105 per shot. Either you keep the distance even while trying to stay close, or your accuracy is meh.
I suggest training at tr_walkway a bit. Focus on firing without EVER stopping (don't forget to strafe and not just hold W) and try to maximize damage on bots. Ignore the fact real players would shoot back at you, no point in staying safe until you can get some kills.

Next, scout is fragile and dies easily when hit, sure. The key solution is not being hit. You can easily dodge enemy shots and especially projectiles. Yes even hitscan is dodgeable, just don't be where they are aiming at when they shoot. Soldiers firing under you is harder to deal with but you often can jump around. If there's any corners or cover, you can run behind it between shots too.
Other thing I can recommend is mad milk, throw it and you'll be able to heal away any damage opponent deals to you. Sometimes allows to outdamage heavy.
Last but not least, you can sometimes borrow a trick or two from spy's moveset – try to not be noticed, then go and get a kill quickly – and disengage before enemy realizes what's going on.

All in all, training, bravery, practice, experience and tactics. Nothing impossible.
