~45 damage with an attack interval of 1.5 seconds is awful, especially for a Sniper Rifle.
That's only 30 DPS, which is nothing compared to stock's 88.23529411764707[ad.inf] DPS
Stock can kill *three* players in just a little more time (3.6 seconds) than it takes Classic to kill one (3.3 seconds).
Being able to store charge while staying unscoped is nothing beyond a useless gimmick.
While someone might make the mistake to think that it's an upside, it just ain't so.
Simply not scoping in with stock also gives you a just as good view of the area you're supposed to protect as the Classic would, and then you can just simply scope in on a specific area as soon as you see an enemy approaching and deal the magic 150 after just 0.2 seconds of being scoped, which is enough to one-shot 5/9 classes, and 8/9 if you also hit the follow-up.
Additionally, it only has a 14.63% chance of one-shotting a full-health Medic on a full-charge bodyshot (0.00% if random damage spread is disabled), whereas stock has a 50.00% chance of one-shotting a full-health Medic on a full-charge bodyshot (100.00% if random damage spread is disabled).
