The difference is that quick-scoping in TF2 requires skill (which is why most players hard-scope), whereas in CoD you take advantage of the game's generous aim assist to cheese it (which is why most players quick-scope).
in TF2, you only get meaningful damage from hitting the head, which is wonky at best with source hitboxes
in addition to that, players move around fast enough that you can't reliably hit people at close range
it's not the kind of class that you can play like that
in CoD, bolt action snipers typically do around 98 damage with body multipliers that can push it up over 100
most sniper rifles can get 1shot kills on the head, upper chest, upper arms, and sometimes the lower torso/upper legs depending on the game/rifle
due to this, sniper rifles can more reliably be used at close range, although you're typically still at a heavy disadvantage compared to an SMG/AR/Shotgun user
on console, there's a heavy amount of aim assist and stickyaim on sniper rifles, meaning you can just scope in and the aim assist will do most of the work for you, giving you pretty easy close range kills
it's something the CoD community has been complaining about for a while
it's also important to note that in TF2, there's nothing that can really threaten a sniper at long range
in CoD, ARs/SMG/LMGs can melt a sniper even at long ranges, with recoil being the only thing keeping an SMG user from killing a sniper across the map in the 5 first bullets of his mag, so there's less incentive to sit in the back of the map
it's also a lot more fun to get in people's faces and practice your aim than it is to sit in a bush picking people off with no effort
