About Valve Quality Weapons

So, according to Team Fortress 2, Valve employees are given weapons in Valve quality, which is basically really overpowered versions of the weapons.
I have some questions about this:
Are Valve employees actually allowed to use these weapons on public servers? Or do they use regular weapons and have the Valve items in their backpacks as trophies only?
If so, have you ever encountered a Valve employee in Team Fortress 2, and were they using one of these weapons?

Of course they are allowed to use them,after all,they made the game. But only a very few weapons with the Valve quality exists,and only one of them has the overpowered stats (Valve Rocket Launcher),but valve people usually don't play tf2 alot,they are busy with work.

The TF2 team actually plays a ton of TF2. However, they usually don't use the weapons because A, they arent ♥♥♥♥♥♥♥♥ and B, that want to be able to know if things are unbalanced. Using valve weapons defeats the purpose of that.

I could have sworn all the stats on "Valve" quality items are a joke and all they are just the stock weapons with more blue text so it looks like their overpowered

They used to at one point. I remember at the beginning there was a Valve Flamethrower and a few others that were used by people other then Robin.

Now a days it seems like the only time a Valve weapon comes out is when Robin actually plays. I believe most of the rest of the items were destroyed last I heard. Robin from what I've been told doesn't play all that much any more so don't really expect to see him on servers lol. He only really pops up for special events like charities where he plays.
