How do I use a soundboard over the mic?

Like, let's say I want to Heavy's soundboard over the mic, how?

You'd need to select an audio-input in Steam's VOIP settings that can receive the audio output of the soundboard.

But mic-spam is bad. Better to just use the voice-command-binds where necessary.

If you mean "how do I use voice-commands"; you go into your game's menu, check what keys you have set for the menus, and then press them whilst in-game.
