It doesn't really fill any niche compared to the other rocket launchers (even the Rocket Jumper has more use, either for practicing rocket jumping or for playing Trolldier).

Its only real niche is playing Trolldier when you still want your primary to deal damage. And even then, Stock and the Air Strike can fill that role.

The damage penalty makes it horrendous. The Rocket Launcher deals higher damage per shot than the Shotgun, but lower DPS. The Liberty Launcher is worse in both regards.

if someones at 90 health and you direct hit them with a rocket, they die in like a tenth of a second. But if it takes two liberty launcher rockets that deal 76 damage each, it takes like a whole second. 25% damage reduction can result in making people take twice as long to kill with burst fire, so thats why the liberty launcher is pretty useless, it doesnt help that it has nothing that special about it to make it anything but slightly worse than stock, its not horrible, but its pointless.

It's just because of the damage penalty alone. It makes bombing as ineffective as using the Black Box with the missing rocket. Seriously. The extra rocket does NOT make up for the reduced damage, and you'll notice this when you end up dying while reloading over and over.

People never used that garbage because the damage penalty is enormous and all the upsides are miniscule.

In the LL's defense it can 2 shot mini sentries like stock can. Want to make a bunch of rocket jumps but someone on the other side want wants to force you to do direct hit soldier? You can use the liberty launcher instead. If you don't like flying around the map... yeah it's kind of ♥♥♥♥. -25% damage is a lot.
