The longer the range, the bullet spread will make you miss more shots and damage falloff will reduce the damage per shot considerably.
Also the lack of sound when having it prepared allows you to ambush people around corners.
Best route is to flank that sniper, or ask your team to take them out. Remember that communication is huge in tf2 and if you let your team know what's in your way then you can break thru easier working together! Best game ever, and I am a heavy main from 2007

This is a good place to start, usually each weapon has a plus & minus, and each minus can be turned into a positive if you are creative enough! Good luck on your heavy weapons journey
It's still a minigun though, not a sniper rifle. Shooting at Snipers only works as a deterrent at best, assuming you even scare them off in the first place.
Generally, there is no bad time to equip the Tomislav. It's not a straight upgrade, but stock and Tomi are roughly equally powerful within a very wide margin, and very interchangable within most situations.
