If you have Panda Cloud Antivirus...

... it will probably label this .exe:

C:\Program Files\Steam\steamapps\downloading\440\bin\hlmv.exe

as a virus when attempting to update it.

Disabling it while updating works fine.

EDIT: It will also affect Counter Strike: Source at:

C:\Program Files\Steam\steamapps\downloading\240\bin\hlmv.exe

Probably the .exe that downloads whenever the Source engine is being patched wasn't whitelisted, or the virus database doesn't have any info, and thus this exe rewriting .NET Framework for the engine, it classified as a virus.
