This can lead to the creation of a medi-gun that can cure diseases, meaning that there will be more people, which will mean there will be less money to go around, which means the government does not like this AT ALL. So to stop the medic from revealing this incredible ivention of his to the world, the German government took away his license to stop him.
Now that the medi-gun can make make people INVINCIBLE for a few seconds, the government realises that this can also be used as a war weapon. In order to stop other countries to copy the medics machines, they made work with the mercs and is basically testing out the medi-gun for them to see if it can potentially be used a future war weapon.
