It's not about skill level, it's about the number. Nobody is going to LEARN to get pro if they constantly get crushed due to bad team composition. This is particularly true with Spies, where their efficacy is inversely proportional to the number of them.
You're not going to learn ANYTHING about Spy if you're constantly being burnt to a crisp by the entirety of the enemy team because all the other fail-spies have put the opposition on high alert and left your team so under-manned that there's no opportunities for the Spies to capitalise on.
They don't need to "start out" knowing the game, all they have to do is listen to team-mates and apply common sense - stacking Sniper or Spy isn't "fun" in the long run.
No-one is saying they can't, they're saying they shouldn't. And the answer to that question is "because it's inconsiderate, because it's stupid, because you're not only going to frustrate yourself, but up to 15 other people (potentially 31 other people too...) in the process.
You think we're saying "don't stack Sniper / Spy" so vehemently just because we want to be mean? Because we want to alienate new players?
And they don't have to play PC FPShooters if they're really that bad... Your point? That disruptive F2P noob scrubs take precedence over the players who've kept this going and made it a success for so many years?
Not enough of them; and I've seen admins state categorically in here that they would like to put class limits on their servers; but doing so prevents the server from being registered for Quickplay and thus being populated.
Same with using any public service - for example a public library. That doesn't mean it's acceptable to get a gang of your friends, go in there, and start singing rock anthems at the top of your voice.
And, guess what, I've never seen a public library where they've published a list of rules (don't shout, don't distract other users, etc) on the wall because - like game servers - the assumption that people are there to use it for its primary purpose is a given.
You might not think the main point of TF2 is to work as a team in order to win matches - but that IS the point of it, and it is the assumption people should be working under in vanilla pubs. If you think TF2 is about memes, or trading, or any of the other pieces of fluff that the community come up with when they're bored - well you're just wrong. That's the bottom line.
It's not the patrons using the service as it was intended who should be forced to find other places to play. That's also the bottom line.
Or, and here's an idea, the scrubs could stop being inconsiderate fools delibereately and stubbornly ruining matches for both themselves and others - and get with the program?
Oh, wait, that would involve the noobs having to act with a fundamental level of consideracy and common sense - can't have that, can we? Nah, we'll just force the people who've invested the most in the game to migrate en masse instead...

I promise you that you'll never get good at Spy getting insta-gibbed by the entirety of the enemy team because four of your team-mates have put them on high alert and because they're useless you're constantly out-numbered.
Sniper's circumstantially more forgiving of a stack; but you're still going to learn absolutely nothing from failing to get even a single kill because you and 4 noob team-mates have spent all their time on the Battlements while they enemy simply took another route to the objective and captured it unopposed.

It seemed to explain at the time why I did about 3 damage per shot as Scout.
Personaly I find Sniper and Spy boring. Been playing since Quake and my favoright place to be is in the middle of a fight. Not hanging in the back or spending too much time sneaking around watching my team's combat classes get their asses kicked. There are also more fun games to snipe then TF2.
Headshot... Yeah thats kind of fun.
Flying through the air on a rocket jump and killing 3 people before you land. Thats excitement. Or hopping around a Heavy as a Scout and watching him poop his pants as he can't get a bead on you and starts to realize he is a dead man walking.
Thats why TF2 > CoD. The combat takes longer so it's more personal then bushwhacking someone from... The bushes? I like to look them in the eye.

And for sniper, in particular, there's always offline practice, since a good bit of it is mechanics. If you can consistently out-snipe expert-level bot snipers, that's helpful. Probably shouldn't even pretend to use it for practicing spy (bots are wildly different than people at detecting spies) unless you're working on mechanical things like perfecting your Amby aim, though.
