dedicated server not updating????

i am using steamcmd and doing exactly what valve says on the website but it keep telling me that my server is out of date.

i have made update.bat and put the correct words in
i have made tf2_ds.txt and it updates, but nothing happens, and it still says my server is out of date. anyone know what to do?
