If that were true they wouldn't do it.
I got the same person add me about an hour ago.
Now lets see the response time for valve, I'm sure he's been reported for phishing dozens of times by now...but I've seen these peoples accounts stay live for quite some time...
Valve is just negligent on this stuff. Detecting such repetitive behavior can't be that hard, throttling such accounts so they can't add people at a rate worth their time until someone could double check before banning them would solve it
