That and also the non-broken weapons that are just unpopular, like the cow mangler. It's balanced, but it's just a bad alternative to stock. Cow mangler has infinite ammo and a crappy charge and stock has random crits and 100% damage to buildings.
They're minimal upsides and minimal downsides, so it's boring aswell.
Except the no random crits is not that minimal.. Random crits makes the world go around, and the CM doesn't even take crits except minis..

What if its main feature is broken?
Its a slow ass projectile that doesn't have penetration anymore. Chances are your teammates are going to eat it for breakfast. Its honestly easy to move out of the way of, barring a tight corrodor and in which case, again, your teammates likely ate it.
Heck, its only 10%. If your team is getting hurt, you can fill it up almost instantly.
