Weird.
Edit: Also, I notice my blacklisted servers are gone while looking at the main browser, not surprisingly I suppose considering the others aren't showing up. However I did just confirm, the main browser works fine, by some miracle I found one of the Skial servers I frequent and tried to add it to my favorites, no luck :|
I can tell you that the server browser is part of STEAM and not the games themselves, in this case TF2; perhaps this will help you:

it must be some sort of sync issue, I wonder if clearing the "remotecache.vdf" (and everything else) under TF2's user-save directory (steam/Userdata/YourUserID/440) would help at all; I have no idea what file actually stores your loadout settings but it would almost have to be saved on the SteamCloud..
Maybe that's it? SteamCloud always updates saves/config files under that directory when you launch or close a game, its possible that that file got corrupted at some point and Steam keeps re-downloading a borked file, I've had that problem with other games before.
