If it bothers you, you can always take a snapshot of it as a report (along with the pop up telling you who sprayed it). However, the game is rated M, so I can't promise you Valve will do very much about it. The alternative is to try to put your spray over it, although I don't quite know what determines spray priority myself. I normally try to put my spray over them, but my spray doesn't do a very good job over covering other sprays up.
