Tf2 doesn't have skins. Unless you're talking about war paint. In which case idk
The best cosmetic is subjective, but I'd say the pip boy is great because it does more than making your character look different; it makes the Engineer's PDA HUD look different.

Tf2 does have skins. Warpaints are also pretty much synonymous with skins.

Skins to me are synonymous with cosmetics as well, and is usually the first thing I think of when someone talks about skins in tf2. That's why I had to mention war paints in an edit, it's not the first thing I think of when people mention skins.
