probably because you dont have any taunts like the high five, you gotta find, trade for, or buy those.

at the loadout screen, press the tape roll thing at the bottom middle, gives you 8 taunt slots
put it in one of those

Check if you equipped it in the Taunt Loadout. Taunts no longer take up the action slot.

I don't have a tape roll at the bottom of my loadout screen, is this an issue with the game or my laptop?

Are you using a custom HUD?

I'm not using a custom hud, and I see nothing in the laodout screen. I hope I'm missing something, or else it may be a problem with my laptop. TF2 is already quite buggy for me, I can't see payload carts or scottish resistance stickies through walls, and water is a milky white texture.
