How did the Mercenaries get recruited?

Scout: Probably saw that there was a job offering cash, money and guns and as a young adult male, that's pretty much a dream job.
Soldier: He probably got hired by Mann. Co because the U.S. Military didn't know where to send him. So Mann Co probably hired him.
Sniper: Must've heard about Mann Co offering a solid, steady job killing other Mercenaries for money, not bad for a professional assassin.

Spy: Same as Sniper, except replace "professional assassin" with "cold blooded killer".
