click the launch options button, and put this in the box:
-dxlevel 81
after that, click okay and launch the game
When you open it there should some preset configuration, pick which one you need.
If you do want to use -dxlevel 81 make sure after you've opened the game for the first time delete the -dxlevel 81 otherwise Steam Overlay won't work.

Put these lines to autoexec.cfg and TF2 should now no longer generate ragdolls and gibs.
