Why do I see ballons without Pyrovision?

Today (8/23/15), I see ballons when I'm not using the Pyrovision Goggles. Can someone tell me what's happening?

There's a certain event that happens around this time every August for TF2, being the Birthday event. Basically, on the birthday of Team Fortress Classic every year, TF2 gives out noise makers and party hats. The noise makers create balloon and confetti particle effects when used, so that would explain the balloons.

I missed the event last year due to not having a device to play on for a 10 week period :P
